PARIS (Reuters) - A French magazine ridiculed the Prophet Mohammad on Wednesday by portraying him naked in cartoons, threatening to fuel the anger of Muslims around the world who are already incensed by a California-made video depicting him as a lecherous fool.
The drawings in the satirical weekly Charlie Hebdo risked exacerbating a crisis that has seen the storming of U.S. and other Western embassies, the killing of the U.S. ambassador to Libya and a deadly suicide bombing in Afghanistan.
Riot police were deployed to protect the paper's Paris offices after the issue hit news stands.
It featured several caricatures of the Prophet showing him naked in what the publishers said was an attempt to poke fun at the furor over the film. One, entitled "Mohammad: a star is born", depicted a bearded figure crouching over to display his buttocks and genitals.
The French government, which had urged the weekly not to print the cartoons, said it was shutting embassies and schools in 20 countries as a precaution on Friday, when protests sometimes break out after Muslim prayers.
Arab League Secretary-General Nabil Elaraby called the drawings outrageous but said those who were offended by them should "use peaceful means to express their firm rejection".
Tunisia's ruling Islamist party, Ennahda, condemned what it called an act of "aggression" against Mohammad but urged Muslims not to fall into a trap intended to "derail the Arab Spring and turn it into a conflict with the West".
In the northern Paris suburb of Sarcelles, one person was slightly hurt when two masked men threw a small explosive device through the window of a kosher supermarket. INTERNATIONAL DEBATE
The furor has emerged as an issue in the U.S. presidential election campaign and sparked international debate over free speech, religion and the right to offend. Many Muslims consider any representation of Allah or the Prophet Mohammad blasphemous.
In Los Angeles, an actress who appeared in the video filed a lawsuit against a Coptic Christian man linked to the film, Nakoula Basseley Nakoula, accusing him of fraud and slander and asking that the film's trailer be removed from the Internet.
It was the first known civil lawsuit connected to the film that has circulated online as a 13-minute trailer, including under the title "Innocence of Muslims."
The actress, Cindy Lee Garcia, also named Google Inc and its YouTube unit as defendants. Garcia's lawsuit stated that she thought she was appearing in a desert adventure film, not a "hateful" production about the Muslim prophet.
The United States has condemned the content of the video while defending the right to free speech, and took a similar line on the French cartoons.
"We know that these images will be deeply offensive to many and have the potential to be inflammatory. But we've spoken repeatedly about the importance of upholding the freedom of expression that is enshrined in our constitution," White House spokesman Jay Carney told reporters.
"In other words, we don't question the right of something like this to be published, we just question the judgment behind the decision to publish it."
In the Lebanese city of Sidon, around 10,000 people joined a march organized by the Shi'ite group Hezbollah to protest against the film and the cartoons, shouting "Enough humiliation!" and "Death to America! Death to Israel!".
In Egypt, Essam Erian, acting head of the Muslim Brotherhood's Freedom and Justice Party, told Reuters: "We reject and condemn the French cartoons that dishonor the Prophet and we condemn any action that defames the sacred according to people's beliefs."
At the same time, rights groups demanded the release of a Coptic Christian computer science graduate who they said had been beaten up and arrested in Cairo on suspicion of re-posting the anti-Islam video online.
In France, a joint statement by Catholic bishop Michel Dubost and Mohammed Moussaoui, president of the French Muslim Council, defended the right to freedom of expression under the cherished French principles of "Liberty, Equality, Fraternity".
"But freedom endangers itself if it forgets fraternity and respect for everyone's equal right to dignity," they added.
French Foreign Minister Laurent Fabius called the publication of the cartoons a provocation.
"We saw what happened last week in Libya and in other countries such as Afghanistan," he told a regular news conference. "We have to call on all to behave responsibly."
CALL FOR CAUTION
France's ambassador to Iran sent French citizens there a message urging them to exercise great caution, especially on Friday, and around diplomatic missions and places of worship.
But Charlie Hebdo's editor, Stephane Charbonnier, rejected the criticism. "We have the impression that it's officially allowed for Charlie Hebdo to attack the Catholic far-right but we cannot poke fun at fundamental Islamists," he said.
"It shows the climate. Everyone is driven by fear, and that is exactly what this small handful of extremists who do not represent anyone want: to make everyone afraid, to shut us all in a cave," he told Reuters.
One cartoon alluded to the scandal over a French magazine's publication of topless photos of the wife of Britain's Prince William. It showed a bare female torso topped by a beard with the caption "Riots in Arab countries after photos of Mrs Mohammad are published".
Charlie Hebdo is no stranger to controversy. Its Paris offices were firebombed last November after it published a mocking caricature of Mohammad, and Charbonnier has been under police guard ever since.
Speaking outside his offices in an eastern neighborhood with many residents of North African origin, Charbonnier said he had not received any threats over the latest cartoons. In a message on its Twitter account, Charlie Hebdo said its website had been hacked, but referred readers to a blog it also uses.
In 2005, Danish cartoons of the Prophet sparked a wave of protests across the Muslim world in which at least 50 died.
France is already on alert for attacks by al Qaeda on French interests in West Africa.
A diplomatic source said this week that Paris had recently foiled attacks on economic and diplomatic targets and had credible evidence that more were planned.
"Al Qaeda in the Islamic Maghreb is a direct and immediate threat," the source said.

Whether they?re enough to beat Barcelona probably depends more on Bar?a?s play than Spartak?s.

Let?s start with something controversial (that shouldn?t be), something that might look incredibly stupid a few hours from now: Celtic may be the worst team in this tournament. Just saying.
Evidence, you ask? That?s difficult considering they haven?t played a group phase match yet (this is also why my view could turn out to be very wrong). There is a strong circumstantial case, though.
Tomorrow Celtic has a chance to offset the SPL?s descent when Benfica visits Glasgow. In three previous trips to Celtic Park (1969, 2006, 2007), the Eagles have three losses, shut out each time. If the present?s working against Celtic (including their worst league start in 13 years), the past couldn?t be more in their favor.
Benfica, on the other hand, sit first in Portugal, scoring 10 goals in their first three league matches. This comes off a quarterfinals run last season, one which saw them eliminate Zenit St. Petersburg before losing to would-be champions Chelsea.
Jorge Jesus?s side is without Javi Garc?a (sold to Manchester City), Axel Witsel (Zenit), and Javier Saviola (M?laga) ? three huge losses. In their place, Benfica?s gone young. Rodrigo Moreno?s scored three goals in as many games, while Ola John (FC Twente) and Eduardo Salvio (Atl?tico Madrid) were brought in with a combined 42 years between them.
After being drawn at home by Braga in the season opener, it looks like Benfica may have taken a small step back. If it?s not a step back, then it?s a reset while the youth beds in. It may be enough of a reset for Celtic to scrounge a point off Portugal?s leaders.

According to the International Atomic Energy Agency's five-tier scale for categorizing radioactive sources, the americium-241/beryllium neutron sources used for assessing hydraulic fracturing sites are classified as Category 3 sources (Category 1 is the most dangerous).
The agency's explanation of a Category 3 source that hasn't been dispersed by fire or explosion reads: "This source, if not safely managed or securely protected, could cause permanent injury to a person who handled it or who was otherwise in contact with it for some hours. It could possibly ? although it would be unlikely ? be fatal to be close to this amount of unshielded radioactive material for a period of days to weeks."
The Texas health department says the cylinder is stamped with the words ?danger radioactive? and ?do not handle? along with a radiation warning symbol. Anyone who sees it is advised by the department to keep away and notify local law enforcement.

The Endangered Species Act (ESA)the key US law protecting species listed as threatened or endangeredfocuses on boosting species' numbers until they reach recovery thresholds and so can be taken off the ESA list. Almost 1400 species are now listed. Yet as many as 84 percent of currently listed species with management plans will face threats to their biological recovery even after they are considered "recovered" under the act, according to an article by Dale D. Goble and his colleagues in the October issue of BioScience. These species will require continuing management actions. Goble and colleagues argue that individual, formal conservation agreements are the best way to help such "conservation-reliant species."
The ESA was intended to interact with state and local regulations to prevent extinction. However, say Goble and his coauthors, these regulations are often insufficient to maintain a species' population, and the ESA itself may hinder the spread of a speciesfor example, a landowner may not wish to create habitat for a species that will then require monitoring under the ESA. Individual conservation agreements might not only help species' biological recovery and accelerate their removal from the ESA list, Goble and his colleagues maintainthey might prevent some species from having to be listed in the first place. To be effective, such agreements should be tailored to the species, landscape, landowners, conservation managers, and sources of funding of each situation.
Recognizing that conservation reliance is a deeper and more widespread problem for ESA-listed species than initially thought, Goble and his colleagues distinguish two forms of conservation reliancepopulation-management reliance and the less direct, threat-management reliance. The former will involve interventions aimed at helping specific populations. The latter is suitable for species that can persist if threats are managed so that an appropriate habitat is maintained.
Both sorts are illustrated in articles in the October BioScience. Goble's article is part of a special section that includes three case studies of specific conservation-reliant species. Carol I. Bocetti and her colleagues discuss conservation management agreements that will ensure continued availability of habitat for Kirtland's warbler. J. Michael Reed and his coauthors assess the status of Hawaii's endangered birds and how continued management is needed to maintain the populations of these species. Finally, the plight of the Mojave desert tortoise and its continuing management needs are addressed by Roy C. Averill-Murray and his colleagues.

Almost 1400 species are now listed. Yet as many as 84 percent of currently listed species with management plans will face threats to their biological recovery even after they are considered "recovered" under the act, according to an article by Dale D. Goble and his colleagues in the October issue of BioScience. These species will require continuing management actions. Goble and colleagues argue that individual, formal conservation agreements are the best way to help such "conservation-reliant species."
The ESA was intended to interact with state and local regulations to prevent extinction. However, say Goble and his coauthors, these regulations are often insufficient to maintain a species' population, and the ESA itself may hinder the spread of a speciesfor example, a landowner may not wish to create habitat for a species that will then require monitoring under the ESA. Individual conservation agreements might not only help species' biological recovery and accelerate their removal from the ESA list, Goble and his colleagues maintainthey might prevent some species from having to be listed in the first place. To be effective, such agreements should be tailored to the species, landscape, landowners, conservation managers, and sources of funding of each situation.
Recognizing that conservation reliance is a deeper and more widespread problem for ESA-listed species than initially thought, Goble and his colleagues distinguish two forms of conservation reliancepopulation-management reliance and the less direct, threat-management reliance. The former will involve interventions aimed at helping specific populations. The latter is suitable for species that can persist if threats are managed so that an appropriate habitat is maintained.
Both sorts are illustrated in articles in the October BioScience. Goble's article is part of a special section that includes three case studies of specific conservation-reliant species. Carol I. Bocetti and her colleagues discuss conservation management agreements that will ensure continued availability of habitat for Kirtland's warbler. J. Michael Reed and his coauthors assess the status of Hawaii's endangered birds and how continued management is needed to maintain the populations of these species. Finally, the plight of the Mojave desert tortoise and its continuing management needs are addressed by Roy C. Averill-Murray and his colleagues.

VLADIVOSTOK, Russia (AP) ? China will ensure steady and robust growth by boosting domestic demand and rebalancing its economy to help counter the obstacles hindering a global recovery, President Hu Jintao pledged Saturday to Asia-Pacific leaders gathered for a regional summit.
Asia remains the brightest spot in the global economy but is facing challenges. Chinese growth slowed to a three-year low of 7.6 percent in the second quarter, and Hu acknowledged that Beijing is struggling to create enough jobs and cope with the adverse impact of the European debt crisis on its own economy.
"The global economy has reached a critical juncture, and we face the arduous task of overcoming major difficulties standing in the way in order to achieve full recovery and ensure steady growth," Hu told business leaders gathered on the sidelines of the Asia-Pacific Economic Cooperation summit in this Russian Far East seaport.
Revitalizing trade and growth is an urgent priority for APEC, whose aim is to dismantle barriers and bottlenecks that slow trade and business while nurturing closer economic ties. Both China and host Russia pledged to do what they can to support those aims.
"The recovery of the global economy is faltering. We can only overcome negative trends by enhancing the volume of trade ... enhancing the flow of capital. It is important to follow the fundamental principles of open markets and free trade," Russian President Vladimir Putin told fellow leaders Saturday as they began their annual "informal retreat."
"The priority goal is to fight protectionism in all its forms," Putin said. "It is important to build bridges not walls."
With President Barack Obama absent from the APEC summit this election season ? Secretary of State Hillary Rodham Clinton is attending in his place ? the Russian leader has showcased his country's aspirations to play a more active role in the Pacific Rim region.
Clinton welcomed Russia's recent admittance to the World Trade Organization. America's exports to Russia could double or even triple as the country implements its commitments to open its markets further, while Russia itself could raise its GDP by about 11 percent in the long run, she said, citing World Bank estimates.
"Fostering a balanced and stable economy is a challenge too sweeping and complex for countries to approach in isolation," Clinton said. "If we do this right, globalization can become a race to the top, with rising standards of living and more broadly shared prosperity."
Hu, the Chinese president, acknowledged that his country's own robust growth has slowed as the government curbed bank lending to counter a property market bubble and soaring prices, just as the debt crisis in Europe slammed demand for its exports.
"Economic growth is facing notable downward pressure," Hu said. "Some small and medium-sized companies are having a hard time, and exporters are facing more difficulties."
Hu is due to step down as China's top leader following a Communist Party congress this fall. But he promised to "ensure the continuity and stability" of the country's economic policies.
"We will boost domestic demand and maintain steady and robust growth as well as basic price stability," he said.
China's effort to wean itself from heavy reliance on export-driven growth has helped to rebalance its trade and will generate $10 trillion in demand for imports during the five-year period from 2011-2015, Hu said.
Russia's hosting of the APEC summit highlights a renewed focus on developing its neglected but resource-rich Far East.
Earlier, Putin promised regional business leaders that they can count on Russia, which has long focused mainly on supplying oil and gas to Europe, to be a reliable energy supplier.
Moscow also has ambitious plans to develop its railroads, roads, seaports and airports in the resource-rich but long neglected east of the country to provide a bridge between Asia and Europe, Putin said.
"The first and main thing we're going to do is develop transport infrastructure," he told regional business leaders.
APEC joins economies ? both huge and tiny, rich and poor ? accounting for about half of world economic activity. Given its status as an organization governed by consensus, its annual summit is not known for major policy breakthroughs.
But a sharp decline in growth of trade in the 21-economy APEC region this year ? from 12 percent in December to 4.6 percent in May ? underscores the importance of pushing ahead with trade initiatives, the APEC Policy Support Unit, an independent data analysis and research unit, said in a report issued Friday.
During their meetings, the APEC leaders are expected to approve various initiatives, including one that will cut tariffs on environmental-related goods ? such as waste-water treatment technologies ? to 5 percent by 2015.
They also are expected to endorse measures for ensuring food security, protecting supply chains and beefing up emergency preparedness.
