California flood control plan will cost up to $17B

California has released a plan for managing flood risk along the Sacramento and San Joaquin rivers, which calls for a $14 billion to $17 billion investment over the next 25 years.

The draft plan was issued Friday by the state Department of Water Resources.

According to the state, the existing level of flood protection is among the lowest in the nation for metropolitan areas. In addition, it is estimated that about half of urban levees do not meet current engineering criteria.

The California Department of Water Resources will provide a public presentation on the draft Central Valley Flood Protection Plan, and outline the process for receiving public comments, at its Jan. 27 board meeting. The public is invited to make recommendations at a Feb. 24 board meeting.

State law requires DWR to prepare the plan to improve flood control efforts in areas protected by facilities of the State Plan of Flood Control.

The Central Valley Flood Protection Board must receive the draft plan no later than Jan. 1, 2012. The board is expected to consider the plan for adoption on July 1, 2012. The plan will then be updated every five years.

The full public draft is available at: www.water.ca.gov/cvfmp.
