Dallas suburb, undaunted by economy, to christen $60M high school football field of dreams

Call it the palace of high school football: A gleaming $60 million facility with seats for 18,000 roaring fans, a 38-foot-wide high-definition video screen, corporate sponsors and a towering upper deck.

Welcome to the new home of Eagles Football.

As school districts across the country struggle to retain teachers, replace outdated textbooks and keep class sizes from ballooning, the wealthy, burgeoning Dallas suburb of Allen is preparing to christen its new stadium with a sold-out Friday night matchup against defending state champions Southlake Carroll.

It's not the biggest high school stadium in football-mad Texas, but Eagle Stadium is the grandest, with a spacious weight room for the players and practice areas for Allen High School's wrestling and golf teams. The school district decided to build it in a down economy, knowing full well it will never recoup the costs.

It's a decision that local officials and team supporters defend, saying the stadium will serve as a community centerpiece and source of pride for years to come and will more than pay the costs of operating it.

"There will be kids that come through here that will be able to play on a field that only a few people will ever get the chance to play in," said Wes Bishop, the father of a junior linebacker on the team and head of the local booster club.

For longtime Allen fans, it's a giant step forward from a facility that district spokesman Tim Carroll called "inadequate in almost every way."

The old building opened in 1976, when Allen had fewer than 8,000 residents, with 7,000 permanent seats, one concession stand and one set of bathrooms. As the town grew to its current population of 87,000, the school had to add portable toilets and rent temporary bleachers, which added 7,000 seats at a cost of $250,000 a year, Carroll said.

Today, the high school has 4,000 students enrolled and a 700-member band that's among the biggest in the country. Collin County, which includes Allen and other Dallas suburbs, is one of the wealthiest areas of Texas ? and home to some of the state's top football teams.

About 63 percent of voters supported a $119 million bond package in 2009. Construction on the stadium began a year later. District officials went with more expensive concrete seating over all-aluminum benches, adding perhaps $4 million more to the cost, according to officials. But they said they expected this stadium to last decades.

"Our intention is not to recoup the money it cost to build the stadium," Carroll said. "It's not practical to say we'll get that money back. (But) the revenue we receive from the stadium will far exceed the cost of operating it."

While the district did not have estimates, Carroll said he expects the stadium to be competitive in hosting high school playoff games and other events. The school has also sold six sponsorships for about $35,000 a year, he said.

The new stadium revives an old argument in Texas about whether communities and their schools have their priorities straight.

In 1982, when the West Texas city of Odessa built a 19,000-seat stadium for a then-unheard-of $5.6 million, it drew scorn from some people who questioned the district's priorities. Odessa would be featured a few years later in the book "Friday Night Lights," a national best-seller that inspired a movie and a TV series.

Ross Perot, the billionaire businessman and former presidential candidate, repeatedly took aim at his home state's football culture as he pushed the state to shed extracurricular activities and increase accountability measures.

"Do we want our kids to win on Friday night on the football field or do we want them to win all through their lives?" Perot said in a 1988 Washington Post column. "That's what we have to start asking ourselves."

Today, neighboring Plano High School's stadium seats more than 14,000 people. Mesquite, about 30 miles away from Allen, has a 20,000-seat stadium. And the Berry Center, a suburban Houston facility with a stadium, an arena and theater, opened in 2006 and cost about $84 million.

"In a couple of years, someone's going to do something that's bigger and bigger," said Robert McSpadden, who runs the high school football site TexasBob.com.

Officials in Allen reject the premise that they're focusing on sports over academics. The bonds approved three years ago also funded a new performing arts center, and Carroll said extra revenue from stadium operations will go into the district general fund. Allen's student test scores are also largely stellar.

But for now, Eagle Stadium is gaining wide notoriety. The No. 8-ranked Eagles' Friday game against Southlake Carroll, which won a state championship last year and is ranked No. 1 in The Associated Press' Class 5A preseason poll this season, sold out in just over a day. More than 2,000 people are expected to watch from standing-room areas.

Bishop's son Zack, a linebacker, said he and his teammates already noticed differences: a more spacious weight room, a softer playing field.

"It's going to be really incredible to step out in front of a full house and a sold-out game," he said.

Chris Wallace, whose oldest son is a senior quarterback, said she had to reassure him when they visited smaller colleges over the summer with older facilities.

"In his mind, this is it," she said. "He can't even believe it's here already."

And there's always room for growth.

Fred Montes, one of the architects of what he called "an incredible project," said the district's master plan left open the possibility for more construction, if needed.

"The end zone that has seats currently can be expanded," he said. "And on the visitors' side, you can always put a deck."

Green Smoothies for Dummies Book Review - Self Help Daily

The Complete Idiot's Guide to Green SmoothiesI fancy myself the inquisitive type. The type of person who, upon hearing a particular name mentioned or an interesting new subject broached, has to research the dickens out of it until she can carry on an intelligent conversation about said person, place, thing, or idea.? When teaching our three beautiful daughters in our home school, I always told them to latch onto anything that interested them and ?study? it from all sides and angels until they could, literally, write an essay on the subject.

I wish I had a dollar for every essay they ever wrote over those years!

As a component of staying as mentally active as possible and as someone who writes (and reads) a great deal about brain fitness, I encourage everyone ? in addition to my girls ? to read and study as many subjects as you possibly can.? Don?t just latch onto one and don?t limit yourself to one source ? dissect a subject like an earthworm on a board. Look at it from every possible angle, while keeping an open mind and always, always, always think for yourself.

Don?t worry, I won?t ask you to write an essay.

I?ve been reading a lot the past few months about a couple of different subjects. Like my brain, these subjects are all over the place:

(AP) ? A 13-year-old Texas girl who authorities say was repeatedly sexually assaulted by 20 men and boys during a series of attacks two years ago cried Wednesday as a video of one of the encounters was played for jurors in the first case to go to trial.

The girl, testifying under a pseudonym, told jurors about two incidents, one in October 2010 and one the next month, in which 20-year-old defendant Eric McGowen and several other men and boys took turns having sex with her while recording the encounters on video.

McGowen, one of 14 adults accused of having sex with the girl during a nearly three-month span, is charged with aggravated sexual assault of a child and faces up to life in prison if convicted.

The girl briefly broke down in tears as jurors were shown a few minutes of video of an alleged October 2010 sexual assault in a house in Cleveland, a small southeast Texas town where she and the defendants lived.

The girl, who was 11 at the time, said she was brought into what she described as the "baby room" in the house, and that McGowen and others took turns having sex with her. She said the video, which several jurors turned away from, was of her being assaulted by another man charged in the case.

"Did the guys just take turns with you?" prosecutor Joe Warren asked.

"Yes sir," the girl said.

The girl seemed calm for most of the roughly 1? hours she testified. She mostly gave short answers to questions, often pausing to stare at the floor or ceiling of the Liberty courtroom before responding.

She described another alleged rape that November that started in a different Cleveland home the defendants called the "boom boom" room, according to prosecutors, and that continued later at a nearby abandoned trailer.

Asked by Warren if more than 20 males might have assaulted her that day, the girl responded, "Probably."

She also told jurors that McGowen used a beer bottle on her during that incident.

Jurors were later shown police photos of used condoms and condom wrappers found inside and outside the house in the November incident.

McGowen's attorney, Matthew Poston, questioned the girl for about six minutes, during which he asked whether she twice told police early in the investigation that she never had sex with McGowen. The girl said she didn't remember saying that.

Prosecutors say the girl was assaulted on at least five occasions from mid-September through early December of 2010.

Eight of the 20 defendants accused in the case have pleaded guilty, including all six juveniles. A gag order has prevented prosecutors and defense attorneys from commenting.

Authorities began investigating that December after one of the girl's friends told a teacher he watched a cellphone video of her being raped in an abandoned trailer.

The case sparked outrage in Cleveland, a community of roughly 9,000 residents 45 miles northeast of Houston. Early in the investigation, some residents suggested the girl was partly responsible because they say she wore makeup, looked older than her age and wasn't properly supervised by her parents, drawing widespread condemnation.

The case also has been complicated by a belief among many in the predominantly black neighborhood where several of the suspects live that the arrests were racially motivated. All of the suspects are black, while the girl is Hispanic.

During opening statements Wednesday, Warren told jurors he would present them with videotaped and written confessions in which McGowen admitted to raping the girl.

"What took place to this girl was nothing better than a pack of animals attacking," Warren said.

On Tuesday, Poston tried but failed to get the confessions thrown out, arguing that police improperly questioned McGowen.

During his opening statement, Poston told jurors that the video evidence in the case doesn't show McGowen having sex with the girl.

"The truth in this case is not always what it seems," he said.

One of the two adults who pleaded guilty in the case received a 15-year prison term and the other is awaiting sentencing. The six juveniles each received 7-year prison terms that were suspended, putting them on probation for that amount of time.

Most of the adult defendants in the case face charges of aggravated sexual assault of a child, while four face a charge of continuous sexual abuse of a child.

Assuming too much risk is a simple way many investors get into trouble. Diversify

Diversification is a common word? and if you ask investors, many of them will claim to understand this financial concept quite well. They respond with the traditional sector diversification model which encourages investors to spread their dollars over a variety of sectors. Some go a little further and suggest diversification includes investing in more than one asset within a specific sector. Often these investors are big believers in mutual funds.

Yet for many, diversification becomes a code word for dilution. They simply invest in so many things, in such small quantities, that they dilute their positions? both the good and the bad. They fail to recognize global diversification or diversification over time (i.e. shorter term or longer term investments). Most of all, they often exclude inverse funds that help bring profits to their portfolios when all else is dropping in value.

At the end of the day, investors who have a broad understanding of diversification without diluting their portfolios decrease their risk and provide themselves opportunities to experience profits when all else is falling apart.

Focus on Quality Investments

The temptation is to load up on those investments that did well last year. In fact, I remember sitting down for several years with a financial advisor who would look at the performance of a mutual fund the previous year and if it was in the first quartile, he?d recommend that I shift my money there. Unfortunately, rarely did they continue to perform so well the following year.

Avoid loading up on last year?s winners? or the speculative ?penny? stocks of tomorrow. While diversification may include a speculative stock, it is only a small part of one?s portfolio. In contrast, look for stocks with growing revenues, proven sales, and stable management. These stocks, with their healthy cash flow, are well beyond the risky start-up phase where so many companies flounder for years and even fail.

Plan your Exit Strategy

Knowing when to buy is only part of the challenge. As you know, we suggest the wisest time to buy is when there is a rise in the stock price. Too many investors fail because they buy the dips? only to find themselves holding the investment into what has now become a crater they can?t get out of. I can?t tell you how many times I?ve listened to investors tell me, ?I can?t sell it now? it?s lost too much.? That statement is usually followed by a hopeful claim that it will come back someday.

As stocks rise, so do our point of sale. In other words, we follow the stock up, raising our expectations on the way up? and guarding against any unforeseen downturns. If a stock misses their revenue figures, we are more apt to sell then to hold on with a hope and a prayer. At Invest in the Markets, we?d rather sell our position for a small gain than hold it for any kind of loss. And when we?re up significantly, we don?t want to see those profits evaporate? which they can do all too quickly sometimes.

At least 36 people died when a double-decker sleeper bus slammed into the rear of a methanol tanker and burst into flames on Sunday in China's worst traffic accident in more than a year.

Both vehicles caught fire and only three of the 39 people onboard the bus survived the motorway crash, which occurred in the early hours of the morning in Shaanxi province, the state Xinhua news agency said.

A traffic police official said the fact most the passengers were asleep at the time might account for the high number of deaths, while there were also suggestions they had been unable to escape because there was only one door.

A total of 36 bodies were pulled from the charred shell of the bus and three people were taken to hospital. The driver and passenger of the tanker were taken into police custody, Xinhua said.

It appears the bus slammed into the back of the tanker as it was re-entering the motorway from a service station in the northern Yanan City, according to a report on the website of the Shaanxi government.

Skid marks stretching for ten metres (32 feet) were clearly visible on the road, suggesting the bus had noticed the tanker in its path before the collision, the report said.

"Only the shell remains, it is not possible to see even the luggage or the passenger seats in the wreckage," the Shaanxi website said, quoting a report from state-run China Central Television (CCTV).

"The bus also only has one door, which could be a reason that the passengers could not escape."

Pictures showed the front of the tanker was unscathed, while the bus had been almost completely destroyed by the blaze.

The accident was the worst in China since a fire on an overcrowded sleeper bus carrying flammable materials killed 41 passengers in central China in July last year, according to the country's work safety watchdog.

Yue Jiuxiang, a local traffic police official in charge of the rescue operation, told CCTV: "Soon after the collision, the bus was engulfed by flames.

"The front part of the bus was seriously damaged. Most of the passengers were sleeping. This is why so many people died."

Police were investigating the cause of the accident, which happened on the Baotou-Maoming Expressway, which spans the length of China from the northern city of Baotou to the southern province of Guangdong.

The bus -- which was not overcrowded -- had departed Hohhot in Inner Mongolia at 5:00 pm on Saturday and was heading to the Shaanxi provincial capital Xian when the collision occurred, reports said.

An official at Yanan city government information department surnamed Liu confirmed the death toll.

Separately, ten people were killed and two injured when a van and a truck collided in southwest China, Xinhua said, without providing more immediate details.

China's roads are highly dangerous, with traffic laws and safety widely flouted, and truck drivers typically overworked.

Last year, more than 62,000 people died in traffic accidents, state media said, citing police figures.

Vehicles carrying explosive materials -- which must first get permission from the police before travelling on the roads in China -- are involved in many accidents.

Buses are also commonly involved in road accidents as operators often seek to cram as many people as they can into their vehicles to maximise profits and drivers hurtle down highways.

The July 2011 accident involved a double-decker which was reportedly only designed to carry 35 passengers but had 47 people on board.

It was taking people to southern Hunan province when it caught fire in the early morning.

Twenty-three people were killed and three injured in April when a bus and truck collided in the eastern province of Anhui.

Another collision between a tour bus and a truck the same month left 13 dead and 21 injured.

The Thyroid, Thyroxin, and Hypothyroidism - Fitness After 40

The size and appearance of the thyroid gland belies its importance to health and fitness in humans.

It is shaped roughly like a butterfly, an odd looking one to be sure, and is located on the front of the neck beneath the Adam's apple. It lies to the front of the windpipe. The two lobes, the wings of the butterfly, are connected by an isthmus or bridge. Despite its importance to the overall health of the body, when a body is healthy, the thyroid gland cannot even be felt.

The thyroid is richly supplied with blood through a vast network of blood vessels.

Several hormones are secreted by the thyroid, but the main hormone, in fact commonly referred to as "thyroid hormone" is thyroxin. Thyroxin, also referred to as T4, influences many activities and functions of the body, including growth, physical and mental development, body temperature, and metabolism. During childhood, thyroid hormone is critical for the development of the brain.

Considering the importance of the thyroid, and thyroxin, to so many aspects of health, it is not surprising that there can be many negative conditions which can occur as a result of a problem with the thyroid.

Unfortunately for those experiencing various conditions which affect, or are affected by, the thyroid, many of the conditions may exist for some time with little or no outwardly noticeable ill affects. This delay in diagnosing or treating a thyroid conditins may be the cause of various health problems. Additionally, problems with the thyroid may contribute to, or be associated with, other conditions, such as chronic fatigue syndrome (CFS).

A swelling of the thyroid is referred to as goiter.

As alluded to above, goiters can be symptoms of various problematic health conditions or may be completely harmless. Various causes, such as a viral infection or autoimmune condition can cause an inflammation of the thyroid known as thyroiditis. This condition can be harmless with no symptoms or can be a very painful condition.

Two of the most common problems with the thyroid are hyperthyroidism and hypothyroidism.

Hyperthyroidism is the excessive production of thyroid hormone. Hypothyroidism is the opposite, a low hormone production by the thyroid.

Since one of the most important functions of the thyroid is to control how your body uses energy, you can understand that hypothyroidism can have a negative affect on many aspects of health, fitness, and just plain zest for life.

Symptoms of hypothyroidism can commonly include feelings of tiredness, weakness, depression, inability to withstand cold, dry skin, constipation, brittle nails, problems with memory and sluggish or unclear thought processes. Women may experience irregular and/or heavy menstrual periods.

While not necessarily directly linked to an increase in weight, the sluggishness and lack of energy associated with hypothyroidism can make it difficult to lose weight or to prevent weight gain, especially as it also tends to be associated with a decreased metabolic rate.

Slower metabolism means weight gain, unless offset in some way by alterations in diet, increased exercise, or, preferably, both.

As you can see, many items listed as symptoms of hypothyroidism could also indicate a great many other health problems as well. Many of the problems listed could be related to a dietary deficiency, a Candida overgroth, or a lifetime of bad habits. Due to wide range of potential problem, you cannot self-diagnose this condition. However, there are tests which can detect it, and your doctor can arrange these for you if appropriate.

Hypothyroidism does not develop overnight. It gradually makes itself known, if detected at all, by a slowly increasing amount or intensity of the symptoms of hypothyroidism listed above. It can have many different causes, including being the result of immune disorders, reactions to prescription drugs and/or surgery, the result of lifestyle, and simple genetic inheritance.

In most cases, problems with production of thyroxin and other thyroid hormones is easily treated, usually by prescription of thyroid hormone. It may take a few weeks to a few months to see appreciable results, but there are usually few complications, although several visits to your doctor may be required to get the dosage right.

Hypothyroidism, and other problems associated with the thyroid, thyroxin, and other thyroid hormones cannot always be prevented. There are, however, steps which can be taken, literally and figuratively, to lessen their impact. The simplest step, of course, is to live a healthy lifestyle, eating a well-balanced diet, getting regular exercise and the proper amount of sleep. I always like to recommend that everyone take a good daily multivitamin and have explained my reasoning for this in other articles.

Isaac drenches Haiti, Cuba, heads toward Florida

HAVANA (AP) ? Tropical Storm Isaac pushed over Cuba on Saturday after sweeping across Haiti's southern peninsula, where it caused flooding and at least four deaths, adding to the misery of a poor nation still trying to recover from the terrible 2010 earthquake.

Isaac's center made landfall just before midday near the far-eastern tip of Cuba, downing trees and power lines. In the picturesque city of Baracoa, the storm surge flooded the seaside Malecon and a block inland, destroying two homes.

Forecasters said Isaac poses a threat to Florida Monday and Tuesday, just as the Republican Party gathers for its national convention in Tampa. It could eventually hit the Florida Panhandle as a Category 2 hurricane with winds of nearly 100 mph (160 kph).

Florida Gov. Rick Scott declared a state of emergency, officials urged vacationers to leave the Florida Keys and the U.S. National Hurricane Center said a hurricane warning was in effect there, as well as for the west coast of Florida from Bonita Beach south to Ocean Reef and for Florida Bay.

At least four people were reported dead in Haiti including a 10-year-old girl who had a wall fall on her, according to the country's Civil Protection Office. There were no immediate details on how the others died.

The government also reported two injuries; "considerable damage" to agriculture and homes; nearly 8,000 people who were evacuated from their houses or quake shelters; and more than 4,000 who were taken to temporary shelters.

Many, however, stayed and suffered.

The Grise River overflowed north of Port-au-Prince, sending chocolate-brown water spilling through the sprawling shantytown of Cite Soleil, where many people grabbed what possessions they could and carried them on their heads, wading through waist-deep water.

"From last night, we're in misery," said Cite Soleil resident Jean-Gymar Joseph. "All our children are sleeping in the mud, in the rain."

Scores of tents in quake settlements collapsed. In a roadside lot in Cite Soleil, the dozens of tents and shelters provided by international groups after the earthquake were tossed to the ground like pieces of crumpled paper, and the occupants tried to save their belongings.

"They promised they were going to build us a sturdy home and it never came," Jean-Robert Sauviren, an unemployed 63-year-old father of six said as he stood barefoot in the water and held aloft his arms. "Maybe we don't deserve anything."

Ricknel Charles, a 42-year-old pastor, sheltered some 50 displaced people in his church.

"This is the only thing I can do for them: give them a place to sleep," Charles said.

About 300 homes in Cite Soleil lost their roofs or were flooded three feet (one meter) deep, according to Rachel Brumbaugh, operation manager for the U.S. nonprofit group World Vision.

Doctors Without Borders said it anticipated a spike in cholera cases due to flooding and it was preparing to receive more patients.

The international airport reopened by the afternoon but there was still extensive flooding throughout Port-au-Prince after 24 hours of steady rain.

Forecasters predicted the storm would likely march up through the Gulf of Mexico and approach the Florida Keys on Sunday, then continue north off the state's west coast as a hurricane on Monday, just as the Republican National Convention is scheduled to start.

Tampa is within the tropical storm watch zone, meaning forecasters believe tropical storm conditions are possible there within the next 48 hours.

Gov. Scott said during a media briefing that delegates were being told how to stay safe during a storm, and officials were ready for storm surge, bridge closures and other problems that could arise during the convention.

After hitting land near the easternmost tip of Cuba on Saturday, Isaac's center spent just a few hours over the island before reemerging into the water, where it was expected to pick up strength.

On Saturday night, the storm was centered about 80 miles (130 kilometers) east-northeast of Camaguey, Cuba, with maximum sustained winds of 60 mph (95 kph), the Hurricane Center reported. It was moving northwest along the Cuban coastline at 20 mph (31 kph).

Tropical storm-force winds extended nearly 205 miles (335 kilometers) from the center, giving Isaac a broad sweep as it passed.

In Baracoa, authorities cut off electricity as a preventive measure. Civil defense officials patrolled the streets and told onlookers to be careful as they gawked at the powerful surf kicked up by the storm. Waves crashing against the seawall sent spray high into the air and deposited rocks and other debris on land.

Dariel Villares and a cousin who lives next door lost their seaside homes.

"A high wave came and knocked down both walls: mine and my cousin's," Villares said. "Now we're removing everything of value."

There were no reports of fatalities, Red Cross worker Javier de la Cruz said.

Flooding was reported in low-lying coastal areas and 230 people were in emergency shelters, according to state TV.

In central Cuba, far to the west of Baracoa, the Sol Cayo Coco beach resort moved guests out of ground floor rooms. Intermittent rains and gusty winds buffeted Havana, 560 miles (900 kilometers) away.

Cuba has a highly organized civil defense system that goes door-to-door to enforce evacuations of at-risk areas, largely averting casualties from storms even when they cause major flooding and significant damage to crops.

Near the island's southeastern tip, the U.S. military suspended ferry service at the Guantanamo Bay naval base and bunked guards inside prison facilities, but operations were returning to normal by late afternoon.

"The bad weather did not materialize here as tropical storm Isaac turned away," Navy Capt. Robert Durand said.

Authorities in the Dominican Republic evacuated nearly 7,800 people from low-lying areas, and at least 10 rural settlements were cut off by flooding, according to Juan Manuel Mendez, director of rescue teams. Power was knocked out in parts of the capital, Santo Domingo.

There were no reports of injuries, but 49 homes across the country were destroyed.

Authorities discontinued a tropical storm warning, but rainfall was expected to reach up to 12 inches (300 millimeters) over the weekend.

"We still have a big cloudy area over the island that will produce lots of rain" until Sunday afternoon, said Francisco Holguin of the local meteorological agency.

Government looks to strengthen SMEs' capabilities

SINGAPORE: As the business environment changes, the government is looking to improve small and medium enterprises? (SMEs) access to money and markets, as well as to strengthen their capabilities.

This is its first holistic review since the last round of recommendations put forth by the Economic Strategies Committee in 2010.

Singapore?s economy may have slowed, with official forecast for GDP to grow between 1.5 and 2.5 per cent in 2012.

But SMEs, which collectively contribute to half of Singapore?s GDP and 70 per cent of employment, remain critical to Singapore?s economic growth.

Many SMEs operating in Singapore cite rising business costs and curbs on foreign labour as key challenges.

Benjamin Tan, director, T.C.E International, said: ?I own a Burmese clinic. So they have a lot of clientele from Myanmar. We have trouble finding people from there. Although they are very skilled and qualified, they have to go through a certain number of years in public hospitals. So we hope for case-by-case basis allowances, especially in the healthcare industry.?

Such feedback could help direct policies that help strengthen SMEs? capabilities.

This, as the business environment has changed after the Economic Strategies Committee made its recommendations on Singapore?s long-term economic transformation in 2010.

The SME review will consult and gather feedback from various industry stakeholders and businesses.

The SME review, which started in April this year, will also study the SME development models in other economies. Findings from the review will be shared at the next budget debate.

Led by Minister of State for Trade and Industry Teo Ser Luck, SPRING Singapore and International Enterprise (IE) Singapore will be undertaking this SME review.

?The mindset is to come up with policies that are more SME-centric. Come up with criteria requirements, come up with schemes where it?s SME-focused,? said Mr Teo.

The review will look into reaching out to micro and small enterprises as well as streamlining schemes and application processes for assistance programmes.

The authorities will also be exploring ways to help SMEs strengthen capabilities in innovation and branding and enter overseas markets.

For now, 30,000 out of some 165,000 registered SMEs in Singapore have applied for the Productivity and Innovative Credit scheme this year.

While the new Innovation and Capability Voucher (ICV) has seen 460 applications since it was launched in June.

Some 2,000 participants attended the 14th SME conference organised by the Singapore Chinese Chamber of Commerce & Industry.

Children of older men have more gene abnormalities: study

Do older fathers doom their children to genetic disease?

This is the question raised by a new study that says older men produce more gene mutations in the children they sire, boosting their risk of schizophrenia and autism and possibly other diseases.

A father's age is by far the biggest factor determining the rate of new, uninherited genetic mutations in his offspring, according to a paper published Wednesday in the journal Nature.

From a man's peak reproductive years in adolescence, the rate of new or "de novo" gene mutations triggered at conception in his children rises by about two per year, the study found.

The rate doubles every 16 years, meaning that the baby of a 36-year-old father would have twice as many new mutations than that of a 20-year-old.

"The age of the father is the most important factor to determine the number of new mutations that happen when a child is conceived," study co-author Kari Stefansson from Iceland's DeCODE genetics company told AFP.

Though de novo mutations are not necessarily harmful, it can take only one change in a key gene to cause some types of disease -- and the more mutations the higher the risk.

The results from what is claimed to be the biggest-ever study of its kind suggest that disproportionate attention has been paid to the age at which women give birth.

"We have in a very unjust manner been pointing the finger at the old mother when we should have been careful when it comes to the old father. It is clearly dangerous to have an old father," said Stefansson.

Maternal age is linked to Down's syndrome and other chromosomal diseases that develop through a process that is different to the type of genetic mutation described in this study.

The mutations in the Nature report are caused by cell division during processes like sperm production.

Stefansson and a team in Iceland, Denmark and Britain sequenced the genomes of 78 parent-child trios, as well as hundreds of control subjects, looking for variants in the sequence of a child's genetic code that did not exist in the parents.

They found that the rate of increase in de novo mutations could be ascribed to the tune of 97.1 percent, "maybe entirely", to the age of the father -- an outcome that "surprised" the researchers.

The remaining 2.9 percent was ascribed to environmental factors and other random influences, Stefansson said, adding there was "no connection" between the mother and age-related increase in the rate of mutations.

The average newborn today has about 60 new small-scale mutations -- ranging from 25 in the child of a 20-year-old man to 65 in that of a 40-year-old, Alexey Kondrashov of the University of Michigan's department of ecology and evolutionary biology wrote in an analysis of the study.

The number of de novo mutations ascribed to the mother always remains roughly 15, regardless of her age.

Previous research has shown a link between de novo mutations and autism and schizophrenia, and also a statistical link between the diseases and paternal age.

"Our contention is that a part of the increase in the diagnosis of autism that is being made these days is accounted for by increase in the age of the father," said Stefansson.

And he added further research is likely to show a similar link to other genetic illnesses, especially diseases of the brain.

In a comment also carried by Nature, Kondrashov said the study suggested a rethink of the advisable age to have children. It might be a "wise individual decision" for young men to cold-store their sperm for later use.

The age of new fathers in the Western world has been climbing in recent decades, and the number of first-time dads over 40 is growing. Official statistics show that in Iceland, the average age of fathers at conception rose from 27.9 in 1980 to 33 in 2011.

Contrary to de novo mutations which occur during cell division, inherited gene mutations are transferred at an equal rate by the father and mother, are more common and thus more commonly responsible for disease.

Scientists believe that both inherited and new mutations are responsible for diseases like autism and schizophrenia, but have not worked out the ratio of blame.

On the positive side, de novo gene mutations are a necessary element of human evolution, allowing us to adapt to our changing environment.

India Threatens Action Against Twitter

The Indian government is threatening to take action against Twitter, if the social media website fails to remove material officials fear could further inflame ethnic tensions.

The directive comes after rumors spread over the Internet that Muslims would carry out attacks to avenge ethnic clashes in the northeastern state of Assam, where 80 people have been killed and 300,000 displaced since July. The false reports caused thousands to flee cities across India and return home to Assam last week.

On Thursday, the government called on Twitter to immediately remove "inflammatory and harmful" material. There was no immediate reaction from Twitter, which has some 16 million users in India.

On Thursday, U.S. State Department spokeswoman Victoria Nuland said the United States is in constant contact with American companies who may need assistance in dealing with the Indian government's directive. She told reporters in Washington, that "as the Indian government seeks to preserve security, we urge them to also take into account freedom of expression in the online world."

Stocks' slow-motion rally could continue

NEW YORK -- The S&P 500 tortoise continues to beat the skeptics.

In the absence of data or policy catalysts and with the S&P 500 near four-year highs, market participants are hoping technical indicators hold the clues on whether stocks will sell off into September following a slow-speed rally.

The S&P 500 is a scant 0.06 percent away from closing at highs last seen in the pre-crisis days of June 2008, even as an unimpressive earnings season draws to a close. The looming U.S. presidential election adds to the uncertainty, and inconclusive economic data makes any bet on further economic stimulus from the Federal Reserve a risky gamble.

"I'm not laying out any new shorting strategies on fear the Fed could come in," said Brian Amidei, a managing director at HighTower Advisors based in Palm Desert, California.

True to form, market volumes have dried up in August. To some, the lack of volume is a clear signal of the relative weakness of the recent rally. Wall Street this week posted its two lowest volume days of the year, not counting half-days.

What has some other strategists nervous is what they see as relative complacency among investors. Volatility levels as implied by the CBOE Volatility index, or VIX, are at their lowest since June 2007.

"We implore you to raise cash into strength ahead of a sharp and swift late summer squall," Richard Ross, global technical strategist at Auerbach Grayson in New York, said in his latest note. "With both volume and volatility absent from the advance ... conditions are ripe for a rapid risk reversion to the mean."

The VIX closed Friday at its lowest level in more than five years, a time when the S&P 500 was hovering near 1,500 - a level it has failed to approach since the 2007-2009 selloff.

The S&P 500 chart is slightly more bullish than the VIX. After a steep rise to break through 1,400, the index seesawed around that level for about seven sessions in a pattern known as a flag formation. (Why? It kind of looks like a flag.)

Thursday's advance to four-month highs and Friday's confirmation of the new highs indicate 1,400 could become technical support.

Frank Cappelleri, U.S. market technician at Instinet in New York, said the sideways move after the 1,400 break up indicated consolidation and the low volume was typical of such a move in late August.

The minutes of the latest Federal Reserve policy committee meeting, due Wednesday, could be the week's highlight in terms of calendar events as bets on intervention in support of the economy are partly to blame for the recent melt-up.

But with the Fed's annual economic symposium starting the following week at Jackson Hole, Wyoming, the Fed minutes could prove to be an insufficient market driver.

"The minutes are useful because they reveal some of the granularity of the discussions," said Lawrence Creatura, portfolio manager at Federated Clover Investment Advisors in Rochester, New York.

"If the Fed had some sort of magic elixir to fix our economy woes," he said, "you would have already seen it."

The back end of the week is heavy in housing sector data with home resales on Wednesday, new sales on Thursday and building permits on Friday.

Housing data has been a beacon of hope for the recovery, and market participants will focus on any improvement as a sign the economy will continue to grow, albeit slowly.

"There's been a lot of talk about a turn in real estate and that it has bottomed," said HighTower's Amidei. "I don't know if I see the turn just yet."

Just over a dozen S&P 500 companies report earnings next week, with the highlight Tuesday as Dell and Best Buy post their scorecards. Lowe's reports on Monday and Hewlett Packard on Wednesday.

Of the 475 companies in the S&P 500 that have reported earnings this season, 68 percent have beat analyst expectations. That is higher than the long-term average of 62 percent and matches the average over the past four quarters.?

Indiana public schools wage unusual ad campaign

SOUTH BEND, Ind. (AP) ? Struggling Indiana public school districts are buying billboard space, airing radio ads and even sending principals door-to-door in an unusual marketing campaign aimed at persuading parents not to move their children to private schools as the nation's largest voucher program doubles in size.

The promotional efforts are an attempt to prevent the kind of student exodus that administrators have long feared might result from allowing students to attend private school using public money. If a large number of families abandon local districts, millions of dollars could be drained from the state's public education system.

"If we don't tell people the great things that are happening in our schools, no one else will, especially not now," said Renee Albright, a teacher in Fort Wayne. "There are private enterprises that stand to benefit if they can portray us as failed schools."

The Indiana voucher program, passed by the Legislature in 2011, is the biggest test yet of an idea sought for years by conservative Republicans, who say it offers families more choices and gives public schools greater incentive to improve.

But school officials worry about the potential loss of thousands of students, especially those from the middle class, and the state money that comes with them.

Unlike voucher programs in other states that are limited to poor families and failing school districts, the Indiana subsidies are open to a much broader range of people, including parents with a household income up to nearly $64,000 for a family of four. The median income for an Indiana family of four was just over $67,000 in 2010, making many of the state's nearly 1 million public school students eligible for vouchers.

Last year, the effect of the new vouchers was limited because the law passed just four months before the start of school, and many parents were still unfamiliar with the program. But this year, more than 8,000 students have already applied for vouchers, and there is room for up to 15,000. The number of participants could grow even more next year, when the ceiling on the number of vouchers is eliminated.

Leaders of poor urban schools, which suffered the most defections last year, are especially worried. A district loses $5,300 to $8,400 for each student who leaves.

After 113 of its students departed for private schools last year, the Evansville Vanderburgh district spent $5,700 to erect two billboards and place ads at bus stops to tout the district's theme of "Bringing Learning to Life."

In Fort Wayne, public schools lost 392 students to vouchers last year, the most in the state. That cost the district more than $2.6 million in state aid and led officials to cut 10 art, music and physical education teaching positions at elementary schools.

Principals have gone door to door in neighborhoods to make their case for the city's public schools, touting improved test scores and a 90 percent graduation rate. The district has spent $32,000 on a marketing campaign titled "Their stories. Your school. Get back to school at FWCS."

A radio ad features South Side High School salutatorian Will Coursen-Carr, a National Honor Society member and pitcher who led the Archers to a 20-8 record and their first sectional title. He plans to attend Indiana University and become a teacher.

"Fort Wayne Community Schools is full of stories like Will's," the ad says.

Albright, who teaches ethics, philosophy, psychology and history at South Side, wishes the advertising weren't necessary.

"We're fighting a fight we shouldn't have to," she said. But she understands the competitive climate schools face.

Oscar Dowdell-Underwood Jr., headmaster of Cornerstone Christian College Preparatory Day and High School in Fort Wayne, isn't sympathetic. He said the voucher program forces public schools to realize that every student matters.

His school added 94 voucher students last year, the second most in the state, which helped boost enrollment from 26 students in 2010-2011 to 129. This fall, Cornerstone will have an overall enrollment of 158, including 115 voucher students.

Dowdell-Underwood said he's "glad public education is finally getting it."

"It's too bad they have to spend money on an advertising campaign in order to get the word out to kids and to parents," he said.

No one knows yet whether the marketing is paying off. Indiana schools won't count students until mid-September.

The state's largest district, in Indianapolis, serves some of Indiana's most disadvantaged students and has long struggled with low test scores. It lost 356 students to vouchers last year, and others to public charter schools.

School staff members have gone to the homes of students who switched to private schools last year or who dropped out and asked them to come back. The district is touting its magnet schools, teaching methods that include Montessori and Reggio and a performing arts and visual arts school.

Ramon Batts, director of an alternative program at Arsenal Technical High School in Indianapolis, estimates 10 percent to 20 percent of the voucher parents he has talked to showed an interest in returning to public school.

Philip and Cheresa Covington haven't been swayed. They pulled their seventh-grader out of public school because his language-immersion program promised more than it delivered. The Indianapolis schools are underfunded and understaffed, Cheresa Covington said, and the teachers "horribly, horribly overworked."

This year, their son will use a voucher worth $4,500 at a small private school in downtown Indianapolis called the Todd Academy. Annual tuition is $9,850.

Other parents, though, are willing to stay put.

Mikila Cook took her now 13-year-old daughter, Bailey, out of Fort Wayne schools three years ago to attend a charter school, thinking she would be in a smaller class and get more attention. After five weeks, she found her daughter was in a bigger classroom. So she moved her back to public school.

Cook won't be seeking any private school vouchers for her kids.

"I wouldn't take them out of Fort Wayne Community Schools for any reason at this point," Cook said. "I feel very confident in their ability to educate my children."
