GOP Senate leader urges Biden to break ?fiscal cliff? impasse

In a brief speech on the Senate floor, McConnell complained that Democrats had not yet placed a counter-offer to a new Republican proposal, delivered at 7 pm on Saturday, ?despite the obvious time crunch.?

?I?m concerned about the lack of urgency here,? the Kentucky lawmaker said. ?I think we all know we?re running out of time.?

Besides conferring with his Democratic counterpart, Senate Majority Leader Harry Reid, McConnell said he had reached out to Biden "to see if he could help jump-start the negotiations on his side.?

McConnell added, ?The vice president and I have worked together on solutions before, and I believe we can again."

Absent a breakthrough by tomorrow, income tax rates will rise across the board while government spending on domestic and defense programs will be slashed ? a combination that some experts warn could plunge the economy into a new recession.

President Barack Obama has pressed for extending Bush-era tax rates on income up to $250,000 but letting them expire above that threshold. Republicans have resisted raising taxes on income at all levels. The two sides have also been at odds on issues like the estate tax and whether to extend unemployment benefits that stand to expire for some two million Americans.

Republican aides said that McConnell and Biden had spoken several times. A Biden aide said the vice president went to the White House after spending Christmas with his family in Delaware.

?We?re willing to work with whoever, whoever can help,? McConnell said. ?There?s no single issue that remains an impossible sticking point. The sticking point appears to be a willingness, an interest, or frankly the courage to close the deal.?

?I?m willing to get this done, but I need a dance partner,? he said.

Reid said he had spoken several times on Sunday with Obama but acknowledged that his side had been ?unable? to present a counter-offer to the latest Republican proposal.

?He and the vice president, I wish them well. In the meantime I will continue to try to come up something but at this stage I don?t have a counter-offer to make,? Reid said. ?We are apart on some pretty big issues.?

Reid said he remained "hopeful but realistic" about the prospects for a breakthrough.

But he also seemed to confirm that one key sticking point was a Republican demand for reducing Social Security payments but adopting a less generous cost-of-living calculation known as ?chained CPI? (the CPI being ?consumer price index,? a measure of inflation).

?We?re not going to have any Social Security cuts,? Reid declared, saying it would not be ?appropriate? in a short-term deal. Democratic leaders have cautiously signaled support for that approach ? but only as part of a larger-scale deal that would see the U.S. debt limit raised for a significant stretch of time. Republicans want to use the debt ceiling fight to wrangle deeper government spending cuts.

?We're willing to make difficult concessions as part of a balanced, comprehensive agreement,? Reid said, ?but we'll not agree to cut Social Security benefits as part of a small or short-term agreement, especially if that agreement gives more handouts to the rich.?

Republican aides bristled at Reid's characterization, noting that Democrats had not yet returned with a counter-offer. "If they don't like the CPI thing, they can strike it out," one told Yahoo News.

Republican senators, meanwhile, emerged from a closed door party meeting saying that chained CPI was off the table for now. The proposal was "not a winning hand" in the current standoff, John McCain told reporters drily.

Republican House Speaker John Boehner has said that it's up to the Senate to craft a compromise that can clear both chambers of Congress. Boehner suffered an embarrassing setback 10 days ago when conservative opposition forced him to withdraw legislation that would have let taxes rise on income of above $1 million. But a senior Republican aide noted that the exercise allowed the speaker to gauge how many of his rank-and-file would accept any increase in tax rates.

Egypt approves constitution drafted by Mursi allies

CAIRO (Reuters) - Egyptian voters overwhelmingly approved a constitution drafted by President Mohamed Mursi's allies, results announced on Tuesday showed, proving that liberals, leftists and Christians have been powerless to halt the march of Islamists in power.

Final elections commission figures showed the constitution adopted with 63.8 percent of the vote in the referendum held over two days this month, giving Mursi's Islamists their third straight electoral victory since veteran autocrat Hosni Mubarak was toppled in a 2011 revolution.

Opposition groups had taken to the streets to block what they see as a move to ram through a charter that mixes politics and religion dangerously and ignores the rights of minorities.

Mursi says the text - Egypt's first constitution since Mubarak's fall - offers enough protection for minorities, and adopting it quickly is necessary to end two years of turmoil and political uncertainty that has wrecked the economy.

"I hope all national powers will now start working together now to build a new Egypt," Murad Ali, a senior official in the Muslim Brotherhood's Freedom and Justice Party, told Reuters.

"I see this as the best constitution in Egypt's history."

In a sign that weeks of unrest have taken a further toll on the economy, the government ordered new restrictions on foreign currency apparently designed to prevent capital flight. Leaving or entering with more than $10,000 cash is now banned.

Two years since waves of unrest broke out across the Middle East and North Africa - sweeping away long-entrenched rulers in Tunisia, Libya and Yemen as well as Egypt - well-organized Islamist parties have emerged as the main beneficiaries.

Urban secularists and liberals who were behind the revolts complain that their success has been hijacked.

"We need a better constitution," said Khaled Dawood, an opposition spokesman. "It does not represent all Egyptians."

Mursi's opponents say the new constitution could allow clerics to intervene in lawmaking, while offering scant protections to minorities and women. Mursi dismisses those criticisms, and many Egyptians are fed up with street protest movements that have prevented a return to normality.

Immediately after the announcement, a small group of protesters set tires on fire and blocked traffic near the central Tahrir square, the cradle of Egypt's uprising, but there were no immediate signs of violence or major demonstrations.

Washington, which provides billions of dollars a year in military and other support for Egypt and regards it as a pillar of security in the Middle East, called on Egyptian politicians to bridge divisions and on all sides to reject violence.

"President Mursi, as the democratically elected leader of Egypt, has a special responsibility to move forward in a way that recognizes the urgent need to bridge divisions," State Department spokesman Patrick Ventrell said. He noted that many Egyptians had voiced "significant concerns" over the constitutional process.

WORSENING ECONOMY

The government says its opponents are worsening the economic crisis by prolonging political upheaval. It has pledged to impose unpopular tax increases and spending cuts to win a loan package from the International Monetary Fund.

The ban on travelling with more than $10,000 in cash followed a pledge by the central bank to take unspecified measures to protect Egyptian banks. Some Egyptians have begun withdrawing their savings in fear of more restrictions.

"I am not going to put any more money in the bank and neither will many of the people I know," said Ayman Osama, father of two young children.

He said he had taken out the equivalent of about $16,000 from his account this week and planned to withdraw more, adding that he had also told his wife to buy more gold jewellery.

The "yes" vote paves the way for a parliamentary election in about two months, setting the stage for another battle between surging Islamists and their fractious opponents.

The final result, announced by the election commission, matched - to the last decimal place - an earlier unofficial tally announced by Mursi's Muslim Brotherhood.

But the opposition said it was disappointed - it had appealed for the result to be amended to reflect what it described as major vote violations during the two-round vote.

Officials said there were no violations serious enough to change the result significantly. "We have seriously investigated all the complaints," said judge Samir Abu el-Matti of the Supreme Election Committee. The final turnout was 32.9 percent.

SENSE OF CRISIS

The referendum has sharpened painful divisions in the Arab world's most populous nation and a growing atmosphere of crisis has gripped Egypt's polarized society.

Anxiety about the economy deepened this week when Standard and Poor's cut Egypt's long-term credit rating. Prime Minister Hisham Kandil told the nation of 83 million on Tuesday the government was committed to fixing the economy.

"The main goals that the government is working towards now is plugging the budget deficit, and working on increasing growth to boost employment rates, curb inflation, and increase the competitiveness of Egyptian exports," he said.

The referendum follows Islamist victories in parliamentary and presidential elections, representing a decisive shift in a country at the heart of the Arab world where Mursi's Muslim Brotherhood was suppressed for generations by military rulers.

However, secularist and liberal opposition members hope they can organize better in time for the next parliamentary vote.

Hossam El-Din Ali, a 35-year-old newspaper vendor in central Cairo, said he agreed the new constitution would help bring some political stability but like many others he feared the possible economic austerity measures lying ahead.

"People don't want higher prices. People are upset about this," he said. "There is recession, things are not moving. But I am wishing for the best, God willing."

How excess holiday eating disturbs your 'food clock'

Dec. 21, 2012 ? If the sinful excess of holiday eating sends your system into butter-slathered, brandy-soaked overload, you are not alone: People who are jet-lagged, people who work graveyard shifts and plain-old late-night snackers know just how you feel.

All these activities upset the body's "food clock," a collection of interacting genes and molecules known technically as the food-entrainable oscillator, which keeps the human body on a metabolic even keel. A new study by researchers at the University of California, San Francisco (UCSF) is helping to reveal how this clock works on a molecular level.

Published this month in the journal Proceedings of the National Academy of Sciences, the UCSF team has shown that a protein called PKC? is critical in resetting the food clock if our eating habits change.

The study showed that normal laboratory mice given food only during their regular sleeping hours will adjust their food clock over time and begin to wake up from their slumber, and run around in anticipation of their new mealtime. But mice lacking the PKC? gene are not able to respond to changes in their meal time -- instead sleeping right through it.

The work has implications for understanding the molecular basis of diabetes, obesity and other metabolic syndromes because a desynchronized food clock may serve as part of the pathology underlying these disorders, said Louis Ptacek, MD, the John C. Coleman Distinguished Professor of Neurology at UCSF and a Howard Hughes Medical Institute Investigator.

It may also help explain why night owls are more likely to be obese than morning larks, Ptacek said.

"Understanding the molecular mechanism of how eating at the "wrong" time of the day desynchronizes the clocks in our body can facilitate the development of better treatments for disorders associated with night-eating syndrome, shift work and jet lag," he added.

Resetting the Food Clock

Look behind the face of a mechanical clock and you will see a dizzying array of cogs, flywheels, reciprocating counterbalances and other moving parts. Biological clocks are equally complex, composed of multiple interacting genes that turn on or off in an orchestrated way to keep time during the day.

In most organisms, biological clockworks are governed by a master clock, referred to as the "circadian oscillator," which keeps track of time and coordinates our biological processes with the rhythm of a 24-hour cycle of day and night.

Life forms as diverse as humans, mice and mustard greens all possess such master clocks. And in the last decade or so, scientists have uncovered many of their inner workings, uncovering many of the genes whose cycles are tied to the clock and discovering how in mammals it is controlled by a tiny spot in the brain known as the "superchiasmatic nucleus."

Scientists also know that in addition to the master clock, our bodies have other clocks operating in parallel throughout the day. One of these is the food clock, which is not tied to one specific spot in the brain but rather multiple sites throughout the body.

The food clock is there to help our bodies make the most of our nutritional intake. It controls genes that help in everything from the absorption of nutrients in our digestive tract to their dispersal through the bloodstream, and it is designed to anticipate our eating patterns. Even before we eat a meal, our bodies begin to turn on some of these genes and turn off others, preparing for the burst of sustenance -- which is why we feel the pangs of hunger just as the lunch hour arrives.

Scientist have known that the food clock can be reset over time if an organism changes its eating patterns, eating to excess or at odd times, since the timing of the food clock is pegged to feeding during the prime foraging and hunting hours in the day. But until now, very little was known about how the food clock works on a genetic level.

What Ptacek and his colleagues discovered is the molecular basis for this phenomenon: the PKC? protein binds to another molecule called BMAL and stabilizes it, which shifts the clock in time.

The article, "PKC? participates in food entrainment by regulating BMAL1" is authored by Luoying Zhang, Diya Abrahama, Shu-Ting Lin, Henrik Oster, Gregor Eichele, Ying-Hui Fu, and Louis J. Pt?cek and appears in the Proceedings of the National Academy of Sciences.

In addition to UCSF, authors on the study are affiliated with the Max Planck Institute of Biophysical Chemistry in G?ttingen, Germany.

I realized his dilemma was quite common with many new Internet marketers and business owners so I decided to put a list of how he can promote his business with email marketing and convert his prospects in clients. Keep reading it you want to know how to promote your business and convert your prospect into client.

1. Set The Tone From the Start

It?s important to set the tone of your message from the start. For example, on the subscription form, inform potential customers of what kinds of messages you plan to send. Be sure to tell them how many and what kinds of messages they?re signing up to receive. This will help newer subscribers be aware of your frequency and content.

2. Make their eye pop

This is the absolute most important part of your email. After all it?s what going to get them to open your email. Catch your reader?s attention with an interesting or entertaining subject line. (AP) ? President Barack Obama has throttled back his ambitions for a sweeping budget bargain with Republicans. Instead, he's calling for a scaled-back measure sufficient to prevent the government from careening off the "fiscal cliff" in January by extending tax cuts for most taxpayers and forestalling a painful set of agency budget cuts.

In a White House appearance Friday, Obama also called on Congress to extend jobless benefits for the long-term unemployed that would otherwise be cut off for 2 million people at the end of the year.

Obama's announcement was a recognition that chances for a larger agreement before year's end have probably collapsed. It also suggested that any chance for a smaller deal may rest in the Senate, particularly after the collapse of a plan by House Speaker John Boehner, R-Ohio, to permit tax rates to rise on million-dollar-plus incomes.

"In the next few days, I've asked leaders of Congress to work towards a package that prevents a tax hike on middle-class Americans, protects unemployment insurance for 2 million Americans, and lays the groundwork for further work on both growth and deficit reduction," Obama said. "That's an achievable goal. That can get done in 10 days."

Maybe, maybe not. The latest plan faces uncertainty at best in the sharply divided Senate. GOP leader Mitch McConnell of Kentucky, who wields great power even in the minority, called Friday for Senate action on a House bill from the summer extending the full menu of Bush-era tax cuts. He promised that it will take GOP votes for anything to clear the Senate, where 60 votes are required to advance most legislation. Democrats control 53 votes.

Earlier, Boehner said Obama needs to give more ground to reach an agreement and that both he and Obama had indicated in a Monday telephone call that their latest offers represented their bottom lines. "How we get there," he added, "God only knows."

Congress shut down for Christmas and Obama flew to Hawaii with his family for the holidays. But both men indicated they'd be back in Washington, working to beat the fast-approaching Jan. 1 deadline with an agreement between Christmas and New Year's.

Obama announced his plans after talking by phone with Boehner and meeting with Senate Majority Leader Harry Reid, D-Nev., who had previously pinned his hopes on an Obama-Boehner agreement and is wary of dealing with McConnell.

At the White House, Obama projected optimism despite of weeks of failed negotiations. "Call me a hopeless optimist, but I actually still think we can get it done," he said.

Boehner spoke in the morning, describing the increasingly tangled attempts to beat the Jan. 1 deadline and head off the perilous combination of across-the-board tax hikes and deep spending cuts.

"Because of the political divide in the country, because of the divide here in Washington, trying to bridge these differences has been difficult," Boehner said. "If it were easy, I guarantee you this would have been done decades before."

Obama said that in his negotiations with Boehner, he had offered to meet Republicans halfway when it came to taxes and "more than halfway" toward their target for spending cuts.

It's clear, however, that there's great resistance in GOP ranks to forging a bargain with Obama along the lines of a possible agreement that almost seemed at hand just a few days ago: tax hikes at or just over $1 trillion over 10 years, matched by comparable cuts to federal health care programs, Social Security benefits and across federal agency operating budgets.

Obama said he remains committed to working toward a goal of longer-term deficit reduction to reduce chronic trillion-dollar deficits while keeping tax rates in place for nearly everyone.

"Even though Democrats and Republicans are arguing about whether those rates should go up for the wealthiest individuals, all of us ? every single one of us ? agrees that tax rates shouldn't go up for the other 98 percent of Americans," Obama said, citing statistics associated with his promise to protect household income under $250,000 from higher tax rates.

Neither the House nor the Senate is expected to meet again until after Christmas. Officials in both parties said there was still time to prevent the changes from kicking in with the new year.

The week began amid optimism that Obama and Boehner had finally begun to significantly narrow their differences. Both were offering a cut in taxes for most Americans, an increase for a relative few, and cuts of roughly $1 trillion in spending over a year. Also included was a provision to scale back future cost-of-living increases for Social Security recipients ? a concession by the president that inflamed many liberals..

GOP officials said some senior Republicans such as Rep. Paul Ryan, R-Wis., the most recent Republican vice presidential nominee, opposed the possible agreement. But No. 2 House Republican Eric Cantor of Virginia has joined arms with Boehner.

Boehner stepped back and announced what he called Plan B, legislation to let tax rates rise on incomes of $1 million or more while preventing increases for all other taxpayers.

Despite statements of confidence, he and his lieutenants decided late Thursday they were not going to be able to secure the votes needed to pass the measure in the face of opposition from conservatives unwilling to violate decades-old party orthodoxy never to raise tax rates.

The retreat came after it became clear that too many Republicans feared "the perception that somebody might accuse them of raising taxes," Boehner said.

Boehner also said that last Monday he had told Obama he had submitted his bottom-line proposal.

"The president told me that his numbers ? the $1.3 trillion in new revenues, $850 billion in spending cuts ? was his bottom line, that he couldn't go any further."

That contradicted remarks by White House press secretary Jay Carney, who said on Thursday that Obama has "never said either in private or in public that this was his final offer. He understands that to reach a deal it would require some further negotiation. There is not much further he could go."

Wizards Vs Magic preview: Meet the NBA's biggest overachievers

The Washington Wizards square off against the Orlando Magic less than 24 hours after yet another heartbreaking overtime loss.

Another game, another heartbreaker. Can the Washington Wizards finally catch a break and rebound from their overtime loss to the Atlanta Hawks? We'll find out when the team travels to Orlando to take on the streaking Magic in the second game of yet another back to back.

Where and When? Tip off is at 7 p.m. EST in Orlando.

Why Should I Care? Because Washington could learn a thing or two from Orlando. The Magic are arguably the least talented NBA team since the Charlotte Bobcats debuted, and yet their current three game winning streak has them at 11-13 on the year. Not too shabby.

Are They Good? Not really, but again, they're getting the most out of what little talent they have. If you go by Player Efficiency Rating (PER), Orlando only has three rotation players who would be considered even slightly above average players, and one of them is Glen Davis. Jameer Nelson, J.J. Reddick, and Arron Afflalo are the only other players on the team that all but the most hardcore NBA fans will be able to recognize. Despite the team's lack of ball handlers and shot creators, it finds itself only one game out of the eighth seed in the Eastern Conference playoff race.

Who's Out? Hedo Turkoglu and Al Harrington are out indefinitely for Orlando, while the Wizards will be without John Wall, A.J. Price, Trevor Ariza and Trevor Booker.

What Are They Good At? Playing good defense while not fouling. Orlando's defense is currently ranked seventh in the NBA in points allowed per possession. The team's lack of a long, mobile frontcourt player has made Orlando vulnerable to quick ball handlers, but the defense is otherwise very good. MySynergySports.com has Orlando ranked third in the NBA in points per possession allowed against post ups, fourth against players coming off of screens, and second against spot up shooters, and eighth against pick and roll dive men. They've managed to pull this off due to smart defenders like Afflalo and Davis who never gamble and excel at cutting off dribble penetration.

What Are They Bad At? Orlando's offense is the NBA's second worst on a per possession basis this year, and it's easy to see why: no one can break down a defense. Point guard Nelson is a quick little guy with an underrated handle, but even at his best, he was never a good enough playmaker to be his team's primary option. As a result, Orlando has been forced to make Davis a primary offensive weapon, and the results have been bad. Davis uses a greater proportion of the Magic's possessions than any other player on the roster, and yet he's averaging only about 18 points and two assists per 36 minutes this year while shooting terribly from the floor. That's fine when you're playing with three of four Hall of Famers, not so much when you're the team's leading scorer.

How Well Do the Wizards Match Up With Them? Pretty well, and you could even make the case that Afflalo is the only Orlando starter who will be better than his Washington counterpart. Crawford actually has a decent post game against little guards like Nelson, plus he's going to be able to shoot over him at will, so he could have another big night. Seraphin should struggle to back down Davis in the post and will inevitably get called for at least one charge on him tonight, although he should have no trouble getting clean looks when he shoots. Beal could also surprise people a bit, as Afflalo has lost some of his defensive moxy as he's grown into a more prominent offensive role.

Is There Anyone Wizards Fans Should Keep An Eye On? Power forward Andrew Nicholson has been really good on both sides of the ball this year. The 19th pick in the 2012 draft has a high skill level and the ability to score with his back to the basket or facing up. He's old for a rookie at 23 years old, but if he can maintain his current production levels, he could wind up being sort of a poor man's Elton Brand.
